Summary

The technical objective of this project is to develop a stable and intelligent global control hierarchy that coordinates actuation of the multiple local controllers to ensure that the least-cost, highest-reward local controller is active under any/all allowable operating conditions (CPU and memory load dynamics, ambient air temperature, data center altitude).
