Managing a Cluster Interconnect as a First-Class Resource

Summary

We are investigating how to manage the interconnect in a rack-scale engineered system running enterprise software. In particular, we are looking at control-plane systems which can provide resource guarantees to software sharing the system (for instance, to isolate network flows between different parts of the machine which compete for resources within the interconnect), and which can expose control over other aspects of the interconnect (for instance, to enable better power management).
